Dr. Mpoki M. Ulisubisya, MD, MMed, FCTACC(CIMS – Telangana) FCA ECSA, MBA, is an anaesthesiologist and critical care physician with more than 20 years of experience practicing medicine, training doctors and teaching medical students in the United Republic of Tanzania. He served as the Permanent Secretary of Health in the Tanzanian Ministry of Health, Community Development, Gender, Elderly where he oversaw country’s efforts to provide equitable health services that are of a high-quality, accessible, affordable, sustainable and gender-sensitive. Dr. Mpoki served as President of both the Society of Anaesthesiologists of Tanzania and still serves the College of Anaesthesiologists to the East Central and Southern Africa [CANECSA] of the ECSA College of Health Sciences. He is also a Visiting Lecturer at Muhimbili University of Health and Allied Sciences and Hubert Kairuki Memorial University. He earned his undergraduate degree in medicine from the Muhimbili University College of Health Sciences at the University of Dar Es Salaam, where he also completed his postgraduate studies and residency in Anaesthesiology and Critical Care. Additionally, he earned a Masters in Business Administration from Mzumbe University; completed his internship in internal medicine at Mbeya Referral Hospital; and received postgraduate clinical training at the Royal Perth Hospital (Australia) and CARE Institute of Medical Sciences (India). He currently works at the Jakaya Kikwete Cardiac Institute as a Cardiac Intensivist after completion of his tour of duty abroad.
